𝐏𝐃𝐋𝐬 𝐅𝐢𝐬𝐡 𝐟𝐨𝐫 𝐇𝐨𝐩𝐞 𝐁𝐞𝐡𝐢𝐧𝐝 𝐁𝐚𝐫𝐬



A quiet transformation is taking shape inside the Northern Samar Provincial Jail as Persons Deprived of Liberty (PDLs) turn aquaculture into a source of both livelihood and renewed purpose. Earlier this year, the PDL association harvested a total of 208 kilograms of tilapia, 68 kilograms from the initial yield, followed by a significantly higher 140 kilograms, reflecting the growing success of the project.



More than a simple harvest, the initiative highlights how structured livelihood programs can reshape lives behind bars. The program serves as a pathway to rehabilitation, strengthening confidence, improving well-being, and preparing participants for reintegration into society.

The income generated from this project is reinvested into their association, supporting daily needs and sustaining future activities while fostering teamwork and self-reliance, reinforcing a broader commitment of the Provincial Government to foster inclusive growth, proving that even within confinement, opportunities for progress and transformation can thrive.
