PDRRMC orders heightened alert status, activation of disaster response clusters, and pre-emptive evacuation in coastal areas before Typhoon Uwan passes close to Northern Samar.




Governor Harris Ongchuan, chair of the Provincial Disaster Risk Reduction and Management Council called for local chief executives of Northern Samar's component towns to order the activation of its emergency operations centers and response clusters in the province, and elevate the alert status to red, during the PDRRMC Meeting held yesterday, November 7, 2025.



Along with the order, the Governor, reiterated by Vice Governor Clarence Dato, strongly advised LGUs to implement the pre-emptive evacuation of residents in areas most vulnerable to flooding and storm surges as typhoon Uwan threatens to bring heavy rains in the province, expected to approach Northern Samar with strong gustiness of winds this Saturday night, November 8, 2025.  The measure will ensure the safety of communities, considering the extent of Uwan, he emphasized.

In his report to the council, PAG-ASA Catarman chief weather observer, Mr. Jemmy Pedrola, explained that typhoon Uwan will affect the province with its rainbands extending widely, at a diameter of 780km from the center.   The typhoon will pass most closely to Northern Samar in the morning of Sunday, November 9, 2025 but the province will start to experience rains from evening this Saturday.

DILG Provincial Director Geraldine Maquelabit, supporting the directive, asked LCEs to include in the pre-emptive evacuation those living in landslide-prone areas, along with those in coastal areas. ''Our goal is always zero casualty so it is best to prepare. Preparedness saves lives,'' she stressed.



Vice Governor Dato then prompted response clusters to report on their preparedness measures from prepositioning of goods to heavy equipment and human resources, vital in response and rescue operations.

PCol Sonnie Omegan presented the preparations being undertaken by the PNP, followed by the Philippine Army, Bureau of Fire Protection, Coast Guard, DSWD, DOH, DILG, DPWH, DepEd, Red Cross, PIA, other national government agencies, and counterpart offices in the Provincial Government: PHO, PGSO, PSWDO, PGO, PEO, Provincial Agriculture Office, PIO, PYDO, OSSP, PPO, finance offices, among others.  The PDRRMO headed by Mr. Rei Josiah Echano facilitated the meeting, also virtually attended by Municipal mayors and their representatives.  Also present were Board Member Lope Dorado and government officials.
