36 Former Rebels Receive ₱1.4 Million Assistance from the Provincial Government of Northern Samar


As part of its continuing commitment to peacebuilding and social reintegration, the Provincial Government of Northern Samar distributed a total of ₱1.4 million under its Local Social Integration Program (LSIP), in livelihood and immediate assistance to 36 former rebels during the completion ceremony held on October 29, 2025, at the UEP Centennial Hall.

The recipients comprise the 9th batch of reintegrated peacebuilders who recently completed three-month stay at the Balay Darangpan Center where they underwent 3 reintegration modules designed to help them transition to civilian life.

Implemented through the Provincial Social Welfare and Development Office (PSWDO), the LSIP helps former rebels develop essential life skills through basic literacy and livelihood trainings, psychosocial support, and capacity-building sessions, all geared toward helping them rebuild their lives and productively reintegrate into their respective communities.

Leading the distribution of aid was Governor Harris Ongchuan, Provincial Task Force to End Local Armed Conflict (PTF-ELCAC) Chairperson, joined by DILG Provincial Director Geraldine Maquelabit, 803rd Infantry Brigade Deputy Commander Col. Ericson Rosanna, NSPPO Provincial Director Col. Sonnie Omengan, UEP President Dr. Cherry Ultra, DepEd ALS Coordinator Cenecio Loberiano, Sinag ng Hilaga Representative Ptr. Peter Paul Reynaldo, and PSWDO head Jenny Darish.

In his message to the graduates, Governor Ongchuan lauded the former rebels for choosing peace and transformation. “Bawat isa sa inyo ay patunay na ang kapayapaan ay posible, na sa kabila ng mga sugat ng nakaraan, may pag-asang muling bumangon, magbagong-buhay, at maging inspirasyon sa iba. Sa ating mga peacebuilders, tandaan ninyo, ang pagtatapos na ito ay hindi wakas. Ito ay simula ng inyong misyon bilang mga tagapagtanggol ng kapayapaan. Ipadayon naton an aton misyon ngadto san kamurayawan san aton hinigugma nga lalawigan san Norte san Samar.”

Governor Ongchuan also expressed his gratitude to the Provincial Government’s partner-agencies and organizations for their support in the reintegration program, calling on them to continue working with his administration in sustaining peace and development in Northern Samar.
