Governor Harris Ongchuan, leading the Provincial Government and the Provincial Gender and Development Executive Committee, welcomed Relief International’s proposal to collaborate in empowering women and advocating for gender equality in the province.
In the meeting of the PGAD Execom, joined by Relief
International (RI), Northern Samar and RI agreed to strengthen its shared
commitment to empower women, advance gender equality and help transform
conflict-affected communities into peaceful, just and inclusive societies
through sustained collaboration and mutual support.
Under the partnership, RI committed to facilitate learning
exchanges and advocacy events related to promoting women’s participation and
fostering an inclusive and gender-responsive governance system. It also offered
to help develop and share advocacy materials, hold community dialogues, gather
sex-aggregated data and document good practices as well as support research and
studies related to women’s welfare and gender inclusivity.
“Northern Samar is among the 8 provinces in the country
chosen by RI for its interventions, with its gender and development mechanisms
already in place,” Ms. Kara Minca Eduarte, RI’s Monitoring, Evaluation,
Accountability and Learning (MEAL) Coordinator, said. The only province in
Region 8, with the rest from Region 5 (Camarines Sur), Region 18 (Negros
Occidental), Region 10 (Bukidnon and Misamis Oriental) and Region 13 (Agusan
provinces) Northern Samar is the newest of RI’s project areas for its Tanggol
Kababaihan Project, a 3-year initiative that strengthens women’s participation
and empowerment, to improve peace, stability and well-being among
conflict-vulnerable communities in the Philippines.
The project aims to drive transformative change through its
4 pillars: empowerment and participation; protection and prevention; promotion
and mainstreaming; and monitoring, evaluation, accountability and learning.
With Governor Ongchuan during the meeting were Board Member
Floriane Uy, SP Committee on Women and Family Relations chair; PGAD Execom
member-representatives of government agencies and Provincial Government
offices, Ms. Rhea Fe Silvosa, RI Tanggol Kababaihan Project Manager, Mr. Jose
Bacayo, also from RI, and the PGAD Technical Working Group.
