A new Livelihood Training Center to rise in Bobon, Northern Samar



The community of Bobon will soon have a Livelihood Training Center, with the ground-breaking ceremony for the construction of the facility held earlier this morning, August 4, 2025 in Brgy. Salvacion, Bobon where the center will rise.

The project, funded by the Indian Government through the facilitation of the Department of the Interior and Local Government (DILG), is part of the Indian Grant Assistance for the Implementation of Quick Impact Projects (QIP) in the Philippines which include small projects for socio-economic development in selected areas in the Philippines, the establishment or improvement of social infrastructure on education, health, sanitation, community development, as well as physical infrastructure for road improvement and local community centers, among others. For Bobon, the project is aimed to significantly reduce training cost and improve agricultural practices and food security.

The first Indian grant for Northern Samar, the groundbreaking was graced by Indian diplomat Mr. Jeevan Kandpal, Second Secretary for Economic and Commerce of the Embassy of India to the Philippines, along with DILG officials - Office of Project Development Service (DILG OPDS) Director Alfonso Maralli, DILG 8 Regional Director Arnel Agabe, Northern Samar Provincial Director Geraldine Maquelabit – top provincial officials Governor Harris Ongchuan and Vice Governor Clarence Dato, as well as Bobon Mayor Reny Celespara, other LGU officials and personnel.

Speaking on behalf of the Northern Samar community, Governor Ongchuan thanked the Indian government for including Northern Samar in its assistance, and the DILG also for facilitating the grant.

Both the Philippine Government through the DILG and the Indian Government through its Embassy in the Philippines, signed a Memorandum of Agreement in 2024 for the implementation of Quick Impact Projects (QIP) that will benefit local communities in different provinces across the Philippines.

Bobon is one among six (6) jointly identified QIPs for projects in the categories of Agriculture, Disaster Risk Reduction and Management, Healthcare, & Livelihood Support. Other beneficiaries are located in the Local Government Units (LGUs) of Cervantes (Ilocos Sur), Basco (Batanes), Dolores (Quezon), Numancia (Aklan), & Bacolod (Lanao Del Norte)
