In a remarkable collaboration and innovative strategy, the Provincial Government, in partnership with the University of the Philippines Los Baños (UPLB) launched a new program offering in Northern Samar, the Graduate Diploma in Environmental Planning(GD EnP) under the UPLB Professional School for Agriculture and the Environment.
The initiative, a concerted effort of the Provincial Government, UPLB College of Human Ecology and the University of Eastern Philippines, aims to address local development challenges through a multidisciplinary approach that integrates expertise in disaster risk reduction, resource management, and sustainable land use planning.
Launched on December 6, 2024 during the Provincial Development Council Meeting, Governor Edwin Ongchuan stressed the program's critical role in advancing the province's overall development, building local capacity in environmental planning, sustainable and inclusive growth.
Dr. Jennifer Marie Amparo, Dean of UPLB's College of Human Ecology, introduced the program and its transformative impact in addressing local development issues, recognizing the role of OIC Provincial Planning and Development Coordinator, EnP Jay Keenson Acebuche in bridging the collaboration. With her were Dr. Edgar Reyes and other faculty of UPLB CHE PSAE.
An Environmental Planning course equips local planners expertise in resource planning and management, disaster risk reduction and sustainable land use.
The program launch marks the Provincial Government's commitment to innovative governance, towards building a brighter future for Northern Samar.

Who Can Enroll?
The program welcomes applications from:
Local development planners
National government agency officers or representatives
Academic professionals
Private sector professionals
Aspiring planners and/or environmental planners
Other interested individuals involved in development planning
Why Join the Program?
Participants who complete the program and pass the requisite licensure examination will be granted a license to practice environmental planning. This is defined by Republic Act (RA) 10587 as the “multi-disciplinary art and science of analyzing, specifying, clarifying, harmonizing, managing, and regulating the use and development of land and water resources, in relation to their environs, for the development of sustainable communities and ecosystems.”
Enrollees for 2025 class opening, submit application by December 10, 2024.
