Governor Edwin Ongchuan highlighted the need to consider ecological balance in development projects in the province. He said that constant dialogue is important among stakeholders, especially for protected areas, and to agree on policy directions, through the guidance of the Protected Area Management Board (PAMB).

Northern Samar is home to Biri LaRoSa or Biri, Lavezares, Rosario and San Jose Protected Landscape and Seascape . According to DENR Region 8 Executive Director Lormelyn Claudio, the law requires stringent conditions for development interventions, to include infrastructures, in protected areas such as the Biri
