Recognizing the pivotal role of a balanced environment in sustainable development, the Sangguniang Panlalawigan passed a landmark legislation today, July 8, 2024, the “Environment Code of the Province of Northern Samar”.
The Environment Code, also referred to as the "E-Code" embodies environmental protection measures, coastal, land and forest resource management policies and penalties for violations. It lays down the interplay of the Provincial Government with local government units and national government agencies, integrating national laws with local strategies on environmental protection to promote the basic right of people to live in a balanced and healthy ecology.
The E-Code, sponsored by Board Member Don Abalon, Chairperson of the Sangguniang Panlalawigan Committee on Law, Justice, Human Rights and Public Accountability, and Board Member Gilbert Layon, Chairperson of the SP Committee on Environment, and co-sponsored by Board Member Victorio Singzon II, was approved by the SP with Board Member Leonida Laodenio acting as presiding officer.
Governor Edwin Ongchuan certified the enactment of the Environment Code of the province as urgent, acknowledging the need of the policy in protecting the environment which is not just a local effort but also a global concern, especially now with climate change.
The Provincial Government of Northern Samar, through the E-Code, seeks to boost the productive and efficient utilization of environmental resources, while also preserving the environment for the generations to come.
