The Provincial Government of Northern Samar warmly extends its felicitations to 𝐁𝐞𝐫𝐧𝐚𝐫𝐝𝐨 𝐁𝐚𝐥𝐚𝐧𝐪𝐮𝐢𝐭 𝐉𝐫., 𝐌𝐏𝐀 on his promotion as 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐇𝐞𝐚𝐝 of the 𝐎𝐟𝐟𝐢𝐜𝐞 𝐨𝐟 𝐭𝐡𝐞 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 𝐭𝐨 𝐭𝐡𝐞 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐏𝐚𝐧𝐥𝐚𝐥𝐚𝐰𝐢𝐠𝐚𝐧!
In its regular session today, June 22, 2026, the Sangguniang Panlalawigan strongly endorsed the appointment of Mr. Balanquit by Vice Governor Clarence Dato, recognizing his competence, integrity and technical expertise in the role which he has excellently discharged since his designation as Officer In-Charge of the OSSP in November 2022.
His tenure at the Provincial Government of Northern Samar commenced in 2007 when he served as Administrative Assistant at the Office of the Vice Governor. Shortly, after only a year, he was promoted to Local Legislative Staff Officer V of the same office.
In his time as the OIC, some of his invaluable contributions included the initiation of the inventory of OSSP Records from 1968 to present; launching of paperless sessions which is now partially implemented in the SP; and the creation of a multimedia team to strengthen the social media presence of the SP.
His journey as public servant began decades back, from 1997 when he served as Community Affairs Assistant, Private Secretary, and Executive Assistant to LGU Pambujan until 2007. During the later years of this period, he also worked as a Part-time Instructor at the College of Arts and Science - University of Eastern Philippines.
Prior to his promotion as SP Secretary was years of integrity, hard work, and unwavering dedication. His decades of service to the people of Northern Samar has earned him the trust of the Provincial Government to lead the office.
