Officials from the Province of Bataan visited the Northern
Samar Provincial Jail in Barangay Dancalan, Bobon, to explore the best
practices implemented by the Provincial Government in managing the facility.
This visit followed their earlier engagements at the Northern Samar Provincial
Hospital and Allen District Hospital, where they learned the province’s health
sector policies and governance innovations.
Provincial Jail Warden EnP Jay Keenson Acebuche, along with
Provincial Economic Development and Investment Promotions Officer Mr. Jhon
Allen Berbon, and Provincial Health Office Health Service Delivery Division
Chief Dr. John Ezekiel Valera, ushered the visitors through the detention
facility last week, April 14, 2026. They showcased the newly constructed
two-storey building, recreational spaces, chapel, livelihood tools and
equipment provided for Persons Deprived of Liberty, and other developments that
promote productivity, capacity building, and character formation in NSPJ.
The delegation was also introduced to key programs focused
on reformation and rehabilitation, all designed to equip the PDLs with
income-generating skills and provide them sustainable livelihood opportunities.
Among these initiatives are backyard gardening, breadmaking, woodcarving, coco
coir production, motorcycle repair, and swine production.
The visit reflects Northern Samar’s growing recognition
under the H.C.O. Development Agenda of Governor Harris Ongchuan as a leading
destination for benchmarking and knowledge-sharing, highlighting the province’s
initiatives from healthcare to correctional management that continue to create
meaningful impact and uplift the lives of Nortehanons, within detention
facilities and across communities in Northern Samar.
