To uphold the principles of participatory governance and ensure employee representation in key personnel-related decisions, the Provincial Human Resource Management and Development Office (PHRMDO) facilitated the Election of First and Second Level Regular and Alternate Representatives of mandated human resource committees on August 4, 2025, at Ibabao Hall, Provincial Capitol.
The activity aligns with Civil Service Commission (CSC)
policies, particularly under the Omnibus Rules Implementing Book V of Executive
Order No. 292 and CSC Resolution No. 010112, which mandate the creation of
HR-related committees such as the Human Resource Merit Promotion and Selection
Board (HRMPSB), Performance Management Team, PRAISE Committee, and Grievance
Machinery. 
First Level Regular Representative: Mark Anthony Angue
(Provincial Planning and Development Office)
First Level Alternate Representative: Federico Loberiano
(Provincial General Services Office)
Second Level Regular Representative: John Ceasar Talahiban
(Provincial Accounting Office)
Second Level Alternate Representative: Jay Magalang
(Provincial Assessor’s Office)
These elected individuals will serve as the voice of their
peers in committees tasked with upholding fairness in performance evaluation,
employee recognition, grievance resolution, and merit-based hiring and
promotion.
These elected individuals will serve as the voice of their
fellow employees in four key committees that influence internal governance,
performance, and employee welfare. In the Human Resource Merit Promotion and
Selection Board (HRMPSB), they will serve as panel members in the screening and
selection of applicants for government positions, helping ensure fair and
merit-based hiring. 
In the Performance Management Committee, they will take part
in setting performance targets and evaluating employee and office performance. 
In the PRAISE Committee, they will help identify and
recommend employees who deserve awards and recognition for outstanding work. 
In the Grievance Committee, they will assist in resolving
employee concerns and workplace issues in a fair and professional manner.

Ruel Jarito emphasized that the elections are more than procedural, they
reflect a growing culture of shared responsibility and participatory
decision-making in public service.
Governor Harris Ongchuan extended his congratulations to the
newly elected representatives, affirming the provincial government’s commitment
to inclusive leadership. 
The election of these representatives highlights the
Provincial Government of Northern Samar’s adherence to CSC mandates while
promoting a workplace culture grounded in transparency, collaboration, and
integrity.
