In response to motor vehicle accidents in the province, the Provincial Peace and Order Council (PPOC) chaired by Governor Edwin Ongchuan passed a resolution for the strict enforcement of helmet use and other traffic and road safety laws within Northern Samar. The resolution was approved during the recent Joint PPOC-Provincial Development Council Meeting at the Provincial Capitol last week.
The increase in vehicular accidents has been attributed to inadequate observance of traffic laws such as drunk driving, unlicensed drivers and non-use of helmets. To address these issues, the PPOC moved for the strict compliance with Republic Act 10054 which mandates helmet use for motorcycle riders,
enjoining the Land Transportation Office and Philippine National Police to strictly enforce this measure.
Board Member Don Abalon raised a concern related to this national policy which he said, may be abused by perpetrators to hide their identity behind closed helmets, proposing the use of certain type of helmets which will still make motorcycle riders identifiable. In deference to the national measure and to the valid concern raised by BM Abalon, the body agreed to adopt the measure on the strict use of helmets, while also considering the recommendation of the esteemed Board Member to enhance public safety and ensure compliance with traffic regulations.
