Governor Ongchuan urges sustained collaboration for children in his 2024 State of the Children Address


In his 2024 State of the Children Address, Governor Ongchuan called for strengthened collaboration to ensure a brighter future for all children in the province.

“Lagi nating tatandaan, the future of our children lies in the hands of those who work today. Kaya’t hinihikayat ko ang lahat na patuloy na suportahan ang mga programa para sa mga bata. Mas paigtingin pa ang ating pagtutulungan at dedikasyon para maabot ang maliwanag na bukas para sa ating mga kabataan,” Governor Ongchuan urged.



In recognition of the importance of children in society and to promote their rights, welfare, and well-being, Governor Ongchuan delivered his State of the Children Address during the 32nd Provincial Children’s Month Culmination at the Capitol Gym, Catarman, Northern Samar on December 17, 2024.
In his SOCA, Governor Ongchuan detailed the provincial government’s milestones and ongoing initiatives aimed at improving the lives of Northern Samar’s children and youth.  He emphasized achievements in health and nutrition, including improved immunization rates, reduced child mortality, and expanded access to safe water and sanitation facilities. He also highlighted education-focused programs, such as the hiring of learning support aides, the repair and construction of school facilities, and the development of sports programs, which have significantly boosted literacy, enrollment, and graduation rates.

Further, the governor underscored efforts to strengthen child protection mechanisms, combat abuse and exploitation, and reduce juvenile conflicts. He also lauded leadership development programs that empower the youth and provide platforms for meaningful participation in governance. The recognition of Northern Samar’s Youth Development Council for its exceptional contributions was highlighted as a testament to the province’s dedication to youth empowerment.

The event, organized by the Provincial Council for the Protection of Children, was attended by Vice Governor Clarence Dato and Sangguniang Panlalawigan Board Members: Hon. Leonida Laodenio, Hon. Gina Ong Silvano, Hon. Marites Guillamac, Hon. Don Abalon, Hon. Victorio Singzon, Hon. Albert Lucero, and Hon. Christian Emmanuel Uy.

Joining them were Dr. Aurora Dubongco-Vicencio, Head of the Provincial Health Office, and Rei Josiah Echano, Head of the Provincial Disaster Risk Reduction and Management Office. Also present were San Roque Mayor Maria Anna Abalon, members of the Provincial Council for the Protection of Children Technical Working Group, and representatives from various Municipal Social Welfare and Development Offices.

The Provincial Government of Northern Samar reaffirmed its steadfast commitment to advancing child-focused programs and fostering an environment where every Nortehanon child can thrive, ensuring that their welfare remains a top priority for a sustainable and prosperous future.
