BCAT Celebrates Success: 134 Completed Tech-Voc Diploma Course, Equipped with National Certificates and Industry-Recognized Skills


The Technical Education and Skills Development Authority (TESDA)-Balicuatro College of Arts and Trades (BCAT) proudly awarded 134 young individuals with completion certificates for successfully finishing a comprehensive three-year diploma course.


Dr. Imelda D. Go, the Vocational School Superintendent, reported that BCAT has produced a total of 134 skilled graduates. Among them, 21 completed the three-year Diploma in Civil Technology, 20 in Electrical Technology, 93 in Hotel and Restaurant Technology, and 19 in Refrigeration and Air Conditioning Technology. Dr. Go highlighted that these courses were designed following the university system, emphasizing practical engagements and laboratory work over theoretical subjects.
These graduates represent the third cohort to obtain national certificates that hold recognition both locally and internationally, enabling them to pursue livelihood opportunities or seek employment with their specialized skills.

The 134 Diploma Course scholars are now equipped with the Philippine Qualification Framework (PQF) Level V diploma program provided by TESDA in Northern Samar under the Universal Access to Quality Tertiary Education Act (UAQTEA) or Republic Act 10931. This act grants Filipinos the chance to access tertiary education for free in public and private institutions, opening the door to a ladderized program culminating in a bachelor’s degree.

During the ceremony, keynote speaker Blesila B. Ongchuan, President and CEO of Q Phil Products International, lauded BCAT and TESDA for their dedication in educating and empowering tech-voc graduates. With a focus on technical and vocational education, Mrs. Ongchuan emphasized the significance of skills as the global currency, essential for success in any industry.

“I am an advocate of Technical and Vocational Education because skills are important. You are a vital part of the whole system. Skills remain to be the global currency up to this time. Before you can get into an industry whether private or public, skills are needed,” she said.

Expressing gratitude, TESDA 8 Regional Director Dan Navarro acknowledged the Provincial Government of Northern Samar for its unwavering support toward TESDA and BCAT. Highlighting the importance of Tech-Voc Education, Navarro commended the province for its commitment to empowering the workforce through skill development initiatives.

In a moment of praise and admiration for the Provincial Government's leadership, RD Dan Navarro recognized the instrumental support provided by Governor Edwin Ongchuan’s spouse—Blesila— in championing technical and vocational education. This support has not only influenced policy decisions but has also attracted investments in Northern Samar, creating job opportunities that require technical expertise.

“Hindi na ako magtataka bakit maganda ang palakad ng inyong gobernador sa inyong lalawigan, ito ay dahil malakas din ang suporta ng kanyang asawa sa mga inisyatibang pagpaunlad sa mamamayan, lalo na sa tech-voc education,” RD Navarro said.

Furthermore, on the same occasion, 368 scholars from the Tingog Partylist successfully completed the Special Training for Employment Program (STEP) implemented by TESDA, further demonstrating the commitment to enhancing skills and employability in the province.
