Promoting Excellence in Public Service, Empowering Communities through Education





In a significant step to building a brighter future for Northern Samar, key Provincial Government officials and employees gathered for an informative session on setting up a provincial community college, with Dr. Raymund P. Arcega, President of the Association of Local Colleges and Universities and President/Executive Director of the Local Colleges and Universities Commission on Accreditation, as resource speaker.


Alongside the lecture, Dr. Arcega engaged Provincial Government executives in a compelling discourse on public service which he described as no accident, but a commitment to serve the people.  To achieve public service excellence, he delved on the need for a clear vision, adapting to change, great teamwork and inspiring leadership.


“We came today for a common vision - to build a nation through education.  To sustain all the achievements and innovations we have made, we have to ensure that they are imprinted in the hearts and minds of the people. And there is no other way to do that but to provide education to everyone,” he said.

Aimed to narrow the increasing gap in education, especially for the poor, the incumbent administration of Governor Edwin Ongchuan endeavors to contribute to capacity development, innovation and community empowerment by setting up a Provincial Government-run school that will offer inclusive, quality, and relevant college education.

“Hindi dapat ipinagdadalawang isip ang kinabukasan ng mga kabataang mahihirap.  Ipinaglalaban eto,” Dr. Arcega urged, emphasizing the role of education in empowering individuals and communities, and stressing the need for institutions to uphold high standards of excellence and integrity. “After all, leadership is not permanent.  If you did something better when you were still there in your position, people will remember you for what you have done for them. And setting up a college is the best legacy that a governor, vice governor, SP members or leaders in general, can make.  Because one day, they will leave the government but the memory of them touching the lives of people will stay,” he added.
Echoing Dr. Arcega, Vice Clarence Dato highlighted the significance of a provincial college in responding to the needs of the local community, one that complements other schools in Northern Samar in course offerings.  He thanked Dr. Arcega for his guidance in the efforts to set up the school, recognizing his rich experience and his heart for public service. “With Dr. Arcega helping us to navigate the complexities and intricacies of establishing a community college, we’re hopeful that we will be guided all throughout this journey,” Vice Governor Dato expressed.
With Dr. Arcega was Dr. Greg Orsolino, head of Colegio de Las Navas, a community college in the province.





As plans start to take shape, Governor Edwin Ongchuan, Vice Governor Dato and Provincial Government functionaries, stand at the forefront of a transformative initiative that promises to shape the educational landscape and uplift communities. Their quest for excellence in public service is a beacon of inspiration for those striving to make a difference in the lives of others.
