PDRRMC recommends the declaration of State of Calamity in Northern Samar


Catarman, Northern Samar - The Provincial Disaster Risk Reduction and Management Council convened this afternoon to ascertain the effects of Typhoon Tisoy over Northern Samar. After initial reports from various council members and Municipal DRRM Councils, Governor Edwin Ongchuan and the rest of the PDRRMC recommended to the Sangguniang Panlalawigan the declaration of State of Calamity in the province due to the number of affected population and critical damage to infrastructure and major road networks.









Typhoon Tisoy, with International name "Kammuri", brought strong winds of more than 135 kph and 605.5 mm of rainfall in a span of 24 hours starting in the afternoon of December 2, Monday. Three brothers, ages 16, 10 and 4, were reported dead in the Municipality of Victoria due to a landslide in Sitio Cag-olango, Brgy. Buenasuerte that took place on the same day.


As of 1 pm of December 4, based on the rapid damage assessment and needs analysis (RDANA) report presented by PDRRM Officer Rei Josiah Echano, 128,010 individuals were affected, or more than a fifth of the population of the province, with the municipalities of Allen, Lapinig, Las Navas, Silvino Lubos and San Vicente still to submit their reports. Still excluding abovementioned towns, the number of partially damaged houses totaled 15,008 with 2,543 declared totally damaged.


Moreover, initial reports on the damage to infrastructure is estimated at 21 million pesos; rice and corn, 13.9 M pesos; other crops, 29.7 pesos; fisheries, 19.8 M pesos; and livestock, 4.2 M pesos. Provincial Agriculture Officer Leonida Laodenio estimates that the total damage to agriculture is way greater than these numbers.

Meanwhile, some areas, like Silvino Lubos and other Pacific towns are still inaccessible due to landslides and road collapse. The local and regional DPWH offices are working together to ensure that areas like Brgy. Naperez in San Roque will become passable again by land in as early as Saturday, December 7.

Also, more than a hundred personnel from Leyte Electric Cooperative (LEYECO) are currently here in Northern Samar to assist NORSAMELCO in the restoration of electricity in the province. ISD Manager Ramil Mora of NORSAMELCO estimates that power will be restored in Catarman and nearby areas before December 25, but other towns may have to wait until after Christmas to have their power lines fixed.

The PDRRMC, together with the municipal mayors of Northern Samar, will meet again tomorrow, December 5, at the Ibabao Hall, Provincial Capitol of this town, to discuss further the effects of Tisoy in the whole province.
