The Enhanced Comprehensive Local Integration Program (E-CLIP) Committee of the Province of Eastern Samar visited Northern Samar to learn from its best practices and effective strategies in the implementation of the Local Social Integration Program (LSIP) and the Enhanced Comprehensive Local Integration Program (E-CLIP).
Recognized nationally as the best E-CLIP implementor in the country, Northern Samar has been made a standard in E-CLIP implementation, a Philippine government initiative designed to help former rebels reintegrate into mainstream society, providing financial, livelihood, and reintegration assistance, along with firearms remuneration to those who surrender.
The Provincial Government, lead of the E-CLIP Committee, showcased Northern Samar’s ECLIP, LSIP and other peace initiatives, with Governor Harris Ongchuan through Vice Governor Clarence Dato, assisted by Board Member Dexter Galit, PSWDO Jenny Darish and other ECLIP Committee members, receiving the Eastern Samar delegates and presenting Northern Samar’s peace innovations and the operations of the Balay Darangpan, the province's halfway house that serves as a temporary shelter and support facility for former rebels undergoing reintegration.
The delegation was composed of Ms. Lina Dulfo, RSW, OIC-Provincial Social Welfare and Development Officer of Eastern Samar; Engr. Joselito Mutia, PDO IV/PPOC Focal Person; Ms. Doris C. Cajegas, E-CLIP Focal Person; Ms. Loida Grace A. Loste, Halfway House Manager; and Ms. Jhoanna Mae M. Castillo, Center Social Worker.
The benchmarking visit underscores the Provincial Government of Northern Samar's commitment to sustainable peace, addressing insurgency through the effective implementation of E-CLIP and LSIP. Its successful programs continue to serve as a model for other local government units seeking to strengthen peacebuilding, reintegration, and community development initiatives.
