A significant meeting of the Northern Samar Provincial Jail (NSPJ) personnel was held on July 21, 2025, led by the Officer-in-Charge (OIC) Provincial Warden, EnP Jay Keenson C. Acebuche. The gathering brought together key officers, jail guards, and administrative staff for a comprehensive discussion on operational updates, policy enforcement, and institutional objectives.
The meeting centered on recent developments within the
provincial correctional facilities, with particular attention to the
enhancement of rehabilitation programs for Persons Deprived of Liberty (PDLs),
improvements in facility management, and initiatives supporting staff welfare.
Provincial Warden Acebuche underscored the importance of professionalism,
discipline, and unity in maintaining security while ensuring the humane
treatment of PDLs.
“Let’s make sure nga magiging good person an mga PDLs dito
sa loob. Let’s impose prayer life—mandatory station of the cross—not to
persuade them to become Catholics, but because it is the only channel that all
can join,” he said, emphasizing moral and spiritual reformation alongside
physical and emotional rehabilitation.
During the session, Provincial Warden Acebuche stressed the
importance of consistency in implementing policies. Personnel were also briefed
on new administrative directives, with a firm reminder that non-compliance will
have consequences. “Dapat plastar an aton polisiya ngan sundon sin maupay para
patas sa tanan nga trabahante sa jail,” he stated, calling for a fair and
standardized approach to jail operations.
Key discussion points included proposed wage increases for
jail personnel, procurement of new uniforms, the promotion of communal
activities inside the jail, and the expansion of income-generating programs for
both PDLs and staff.
An open forum provided an opportunity for personnel to voice
concerns, share suggestions, and align themselves with the leadership’s vision
of a more responsive and reform-oriented prison system.
The meeting concluded with Provincial Warden Acebuche
expressing his gratitude for the NSPJ team’s unwavering dedication. He
encouraged everyone to continue upholding integrity, compassion, and excellence
in their service to the province.
This gathering marked another proactive step toward
institutional efficiency, safety, and human-rights-centered corrections.
Hope can begin in the most unexpected places—even behind
jail walls. Yesterday’s meeting reflected a renewed commitment to
rehabilitation, skill-building, and second chances. Through simple yet
impactful initiatives, lives can be transformed and dignity restored. This
effort is a testament to the Provincial Government of Northern Samar’s
