THE SOURCE || Board Member Don Abalon, principal sponsor of the Environment Code of Northern Samar, points out how this legislative measure will significantly guide the province in maintaining ecological balance while pursuing economic progress

“The enactment of the Environment Code of the Province of Northern Samar, spearheaded by Governor Edwin Marino C Ongchuan, underscores the firm dedication of the Provincial Government of Northern Samar to sustainable development. This strategic move highlights the paramount importance placed on maintaining ecological balance while concurrently recognizing the crucial interplay between economic progress and environmental preservation. The Province’s pursuit of economic advancement is intricately tied to its pledge to safeguard the environmental rather than compromise it.

Moreover, the Environment Code fosters harmonious inter-agency collaboration among various local government units and between these units and national government agencies, particularly concerning environmental matters. By emphasizing the seamless integration of economic viability, environmental stewardship, and social equity, the Code sets a solid foundation for unified action and shared responsibility.

Through this legislation, the Province ensures that diverse approaches undertaken by different local government units are now streamlined consolidated, and aligned towards a common goal. This unified front not only enhances coordination but also strengthens the collective impact of local governance initiatives, paving the way for a more sustainable and environmentally conscious future for Northern Samar,” Board Member Don L. Abalon, Chairperson of the Sangguniang Panlalawigan Committee on Law, Justice, Human Rights and Public Accountability and principal sponsor of the Ordinance Enacting Environment Code of Northern Samar, said.

A legal luminary who has been a chief reference of many legislative actions in the province, Board Member Abalon was instrumental to the enactment of the Environment Code of Northern Samar also referred to as the “E-Code” passed and approved by the Sangguniang Panlalwigan on July 8, 2024. Jointly sponsored by Board Member Gilbert Layon and co-sponsored by Board Member Victorio Singzon II, the policy sets the basics on the management and conservation of the province’s natural resources, imposing appropriate penalties for acts which endanger the environment, in order to obtain the optimum benefits and preserve the same for future generations. Aimed to protect the environment and promote sustainable development, the E-Code lays down the principles, guidelines and strategies to resolve conflicts and challenges affecting the environment.

The E-Code comprehensively includes provisions on Land Use Management, Forest and Upland Ecosystem Protection, Lowland Agri Ecosystem Protection, River Ecosystem Protection; Coastal, Marine and Water Resources Management; Mineral Resources; Wildlife, Biodiversity and Natural Heritage Conservation; Ecotourism Program; Renewable Energy; Special Use Agreement in Protected Areas; Solid Waste Management; Green Building Design and Infrastructures; Air Pollution; Nuisance and Environmental Clearance
